Also includes a copy of chapter 4 Affected Environment out of a book referred to only as DEIS Volume 1 at the bottom of most pages.

It possibly relates to Tamaulipas because of that state’s desire to purchase surplus school equipment and its desire for cooperative agreements with Texas institutions of higher education.
